Tom is the Supervisor of Instructional Technology for Elmira City School District. The district is a small urban school district in Western New York State. At 9000 students and 17 buildings with 1.2 million square feet of instructional space it is one of the largest Small City Districts in the state. With a strong background in microcomputer networks, finance, education, public organizations and an interest in Total Quality Management and Problem Solving, Tom has lectured, taught, written, consulted and worked with microcomputer hardware, software, and networks for over 15 years.
In combining outside interests with professional advancement Tom's two master thesis were:

Public Responsibilities in Facilitating Quality Educational Outcomes While Ensuring Maximum Parental Control in Interactions Between Public Education Systems and Homeschooling Families.
